BEAS 2025: Lublin among the top cities with the most business-friendly environment

BEAS 2025 – a Comprehensive Assessment of the Local Business Environment
The latest edition of the Business Environment Assessment Study (BEAS), evaluating Lublin’s investment potential, presents a detailed analysis of business conditions based on assessments made by managers and decision-makers from companies operating in the Polish market. The study examines seven key factors influencing the attractiveness of cities: infrastructure, availability and quality of office space, public administration support, educational potential, employment potential, business potential, and overall quality of life.
Lublin maintains a stable level of investment attractiveness, achieving 7.1 points in this year’s edition. This result confirms the city’s strong and consistent position among the leading economic centers in Eastern Poland. Lublin stands out in particular in the areas of:
quality of life and attractiveness as a place to live (7.9 pts)
availability and quality of office space (7.4 pts)
educational potential and availability of appropriately skilled future employees (7.4 pts)
In the category of support for business from public administration, Lublin achieved 6.4 points – the highest score among all cities surveyed.
Effective Investor Support and a Favorable Institutional Environment
“For years, Lublin has consistently developed a model of cooperation with business based on partnership and operational efficiency. The BEAS 2025 results confirm the effectiveness of this approach. Lublin achieved the highest score in Poland in the category of administrative support, as well as strong results in quality of life and office space availability. This shows that our efforts bring tangible results—our city develops sustainably, offering investors stable conditions for doing business and providing residents with a high standard and comfort of living,” emphasizes Krzysztof Żuk, Mayor of Lublin.
“Lublin is one of the fastest-growing metropolitan areas in Europe, driven by a modern economic ecosystem and dynamic business services centers. The city attracts investors with low operational risk, access to talent, and a well-developed office infrastructure. Each project is handled individually. Every investor receives a dedicated project manager familiar with the local market, ensuring an efficient and transparent investment process,” adds Mariusz Sagan, Director of the Strategy and Investor Relations Department, Lublin City Office.
A Stable Office Market and a Growing Workforce Potential
Lublin scored 7.4 points in the area of availability and quality of office space, demonstrating the maturity of its commercial real estate market. The city offers over 220,000 sqm of modern office space, and its vacancy rate remains one of the lowest in the country—around 11%. High-standard, environmentally certified buildings dominate the market, with new projects focusing on flex office concepts and hybrid workspaces.
“Lublin remains a stable market despite ongoing changes in work models. Thanks to relatively low operating costs and the high quality of available office space, it remains an attractive alternative for companies seeking expansion beyond the largest metropolitan areafs,” notes Marcin Siewierski, Head of Leasing & Business Development, Cushman & Wakefield.
Employment Potential
In the “Employment Potential” category, understood as the availability of required competencies, Lublin scored 6.8 points. The city’s strength lies in its supply of young, well-educated talent—local universities produce thousands of graduates annually, many of whom find employment in growing sectors such as BPO/SSC, IT, finance, and logistics.
Lublin is home to five public universities, and the city hosts around 60,000 students, more than 10% of whom are international students. Each year, over 15,000 graduates join the labor market, forming a natural talent base for new investments.
